LKE South Western Regional Board for Industry

Records of the South Western Regional Board for Industry (SWRBI), accumulated by Leonard Elmhirst while serving as a member of the Devon District Committee for the South Western Regional Board for Industry (1947-1960). The records contain information relating to the planning and activities of the Devon District Committee of SWRBI including: the Industrial Sub-Committee; Unemployment in North Devon; Blackmore's Shipyard; Road Policy in the South West; Rural Transport in Devon and Railway services; finance; and public relations in technical relations. The material in this series includes: extensive sets of monthly minutes and reports; press cuttings; publications; and correspondence.
Regional Boards, as formally constituted, were set up in July 1942. The Boards for Industry main function was to serve as a liaison between government and industry. The Regional Boards each then established District Advisory Committees to cover the principal industrial areas. Regional boards met once a month, and provided at the regional level, communication between employers and workers, and between employing industries and government departments. The concept of industries included in this context, agriculture, mining, transportation and utilities.
The South Western Regional Board for Industry consisted of: Colonel Mark Whitwill and later A Newth as chairmen; the Employer's representatives included, G W Anson from Imperial Tobacco Co Ltd, A W Grant from Engineering and Allied Employers West of England Association, and F Johnstone from John Heathcoat and Co; the Trade Union Representatives included, E R V Porter from the Amalgamated Engineering Union, H R Priday from the Transport and General Workers' Union, and H Tutt from the National Union of Vehicle Builder; C W L Harvey, and G J Guidon as secretaries.
The Devon District Committee consisted of: Harold Lobb as chairman; W Priest as vice-chairman; A N Oliver and J N Oliver from Shapland and Petter Ltd, F G Lupton from Candy and Co, L K Elmhirst from Dartington Hall; F W Verney from Parsonage Farm and H E E Holladay from Garton and King Ltd served as the employer representatives; F W Searle from the National Union of Distributive and Allied Workers, L Clements from Tailors and Garment Workers Union; C J Osborne from Electrical Trades Union, J Wilkison from the National Union of General and Municipal Workers, and J Connor and L A Worswick from the Amalgamated Engineering Union served as the trade union representatives; W J McCarthy, L R J Baker, M Britton and M G Stein were the Committee secretaries.
