Records of Leonard Elmhirst regarding the Central Advisory Water Committee Gathering Grounds Sub-Committee (CAWCGGSC). Leonard through his role as vice-chairman of the Footpaths and Access Sub-Committee of the National Parks was invited to sit on the CAWCGGSC by Chairman Sir Authur Heneage.

The records consist of: correspondence; minutes; papers; reports; plans; printed pamphlets and press cutting. This series also includes a memorandum by Leonard Elmhirst regarding proposals for a East of the Dart Water Board (1956).

The Central Advisory Water Committee Gathering Grounds Sub-Committee (CAWCGGSC) was appointed by the Ministry of Health and the Ministry of Agriculture and Fisheries to investigate whether the public should be allowed access to gathering grounds owned or controlled by water undertakers, and the extent that afforestation and agriculture should be permitted. It was contended that the restrictions imposed by a number of water undertakers on agriculture and public access on land draining into their reservoirs were unnecessary and interfered with food production and recreation. The object of the committee was therefore to decide whether the restrictions in place by the water undertakers could be modified to allow agriculture and public access without endangering the purity of water supplies. The first meeting was held on the 12th July 1946 and the committee met eleven times between 1946-1947. The committee heard eighteen witnesses and spent six days visiting gathering grounds and water-works and in 1948, the committee issued a report of their investigation.
